Building a White-Label AI Voice Platform in Four Months

By Oscar Ortega, Founder4 min read
Start from what the agency already runs. For Voice Palace, a GoHighLevel agency serving more than 300 client businesses, Cream Digital built voice agents on Retell, a text engine on Twilio and OpenAI, outbound campaigns, prepaid credits on Stripe, and a portal that creates a fully branded copy for each partner agency. It was scoped in May 2026 and the first partner copy went live that September.

Cream Digital built Voice Palace, an AI voice and text platform, for a GoHighLevel agency serving more than 300 client businesses. The agency had been on a third-party platform that capped concurrent calls and struggled with outbound. Its own platform was scoped in May 2026, and by September it was live with voice and text agents, outbound campaigns, prepaid credits, and a branded copy for each partner agency.

This field note is drawn from the Voice Palace case study.

What did the agency need?

Four things, in this order:

  1. A platform it owns, replacing the third-party voice and text platform.
  2. No disruption to the GoHighLevel workflows and calendars its clients already used.
  3. Usage billing through prepaid credits, with the agency's own markup.
  4. A branded copy for each partner agency that resells the platform.

The second point mattered most. An agency with hundreds of clients cannot ask them to rebuild their automations because the AI underneath changed.

Why build instead of staying on a platform?

Because the limits were costing it business. On a shared platform, concurrent calls are something you are allocated. Retell, for example, gives pay-as-you-go workspaces 20 concurrent calls by default and lets you raise the limit. Outbound campaigns need that headroom, because a dialer runs many calls at once. Owning the platform also let the agency set its own prices and keep the margin.

What went into the platform?

Piece What it does Built on
Voice agents Answer and place calls Retell
Text engine Holds turn-by-turn text conversations, with human takeover and hand-back to the AI Twilio and OpenAI
Outbound campaigns Number pools, registered texting, and calendar booking GoHighLevel calendars
Credit wallet Prepaid credits, auto-recharge, and the agency's markup Stripe
White-label portal Creates a complete branded copy for each partner agency A full copy of the stack
GoHighLevel app Lets the agents work inside GoHighLevel, with a public listing site HighLevel marketplace

Human takeover matters because no AI handles every conversation. A person can step into any text conversation and hand it back to the AI when they are done, the same handoff pattern described in human-in-the-loop handoffs.

How does a branded copy for each partner work?

Each partner agency gets its own copy of the platform, with its own database, code, hosting, and billing. That keeps one partner's clients, numbers, and payments fully separate from another's, and lets each partner sell under its own brand. The trade-off is operational: each copy is its own deployment, so improvements have to reach every one of them. The first branded partner copy was set up in September 2026, and the agency received a full handover guide the same week.

How does it plug into GoHighLevel?

As a conversation provider. HighLevel lets marketplace apps act as custom SMS, email, and call providers, either replacing the default phone provider or adding a new channel, so messages appear in the HighLevel conversations an agency already works from. Voice Palace's agents book into GoHighLevel calendars, which is how the platform is built to keep clients' existing workflows and calendars working.

How does billing with credits work?

Clients prepay. Stripe supports billing credits granted to a customer and spent on usage. On top of that, Voice Palace's wallet recharges automatically and applies a percentage markup the agency controls, so every minute and message carries the agency's margin without manual invoicing.

What rules shape outbound calls and texts?

More than most agencies expect:

  • AI voices are artificial voices. The FCC confirmed in 2024 that the TCPA's rules on artificial or prerecorded voices cover AI-generated voices, so outbound AI calls need the consent those rules require. The consent rules are covered in reviving old leads with AI.
  • Business texting must be registered. US carriers require A2P 10DLC registration of the brand and each campaign, and since September 1, 2023, Twilio blocks unregistered traffic.
  • Spreading texts across numbers is restricted. CTIA's best practices say senders should not engage in snowshoe messaging, which spreads messages across many sending numbers, and use cases that need several numbers for similar content may require special arrangements with the carrier.
  • Caller ID is authenticated. The FCC requires voice providers to use STIR/SHAKEN, which feeds call blocking and labeling decisions.

What would we tell another agency considering this?

Decide early who owns the phone numbers and the carrier registrations, because moving them later is slow. Plan concurrency before the first outbound campaign, not after. And keep every existing workflow working on day one, because that is what lets clients move without noticing. Cream Digital builds platforms like this as part of its AI workflows work. Key facts

Frequently asked questions

Should an agency build its own AI voice platform or resell one?

Reselling is faster and cheaper to start. Building makes sense when the agency has enough clients that limits on concurrent calls, outbound features, or margins start costing it business, and when it wants to own the product it sells. Voice Palace had more than 300 client businesses when it made the move.

What is A2P 10DLC?

It is the registration US carriers require for business texting from ordinary 10-digit numbers. The business registers its brand and each messaging campaign with The Campaign Registry, usually through its provider. Unregistered traffic is blocked.

Can the agents work inside GoHighLevel?

Yes. HighLevel lets marketplace apps act as conversation providers, so messages from a custom SMS, email, or call provider appear in HighLevel conversations. Voice Palace is built that way, and it books into GoHighLevel calendars.
